The Bylaws of Northeast SPCA
The NE SPCA began with a general inquiry meeting in March of 2011 with a presentation by Frances Wach, Executive Director of the Saskatchewan SPCA. There was enough interest at the time that a steering committee was formed with representatives from Nipawin, Star City, Kinistino, Melfort and later Porcupine Plain, Carrot River and Tisdale. Under the guidance of Wach the North East SPCA began to form. Charity status and Incorporation became a reality in August of 2011, with Charity Registration and Status shortly afterward in May of 2012. The small Northeastern Saskatchewan group led by Pat Shiels, developed a logo, website, and Facebook Page and later organized committees for Grants, Sponsorships, Media, and Fund raising in the different towns named in the charter.
